Healthcare Analytics and Education

Dr. Chow is a health economist and applied researcher with over 19 years of experience consulting in the healthcare and education sectors.  Before joining DeepBaoBab Analytics he worked as a consultant for life sciences and biotech firms generating evidence synthesis (direct and indirect treatment comparison), cost-effectiveness and budget impact models for emerging pharmaceutical and medical device products.  Dr. Chow led teams of analysts in using both clinical trial and real world evidence data (health claims, electronic medical records and patient-reported surveys) to derive parameters for value proposition and health technology assessment (HTA) dossier submissions in the US, EU and Asia.  He has extensive experience across multiple therapeutic areas including oncology, neurology, mental health and substance use disorder, sickle cell disease and atypical hemolytic uremic disorder.  Earlier he consulted for a health payer and provider organization in their business intelligence unit where he used comprehensive enrollment data to develop predictive model on member retention and claims and electronic health records to identify factors that contribute to successful treatment of major chronic conditions at reduced costs.  Dr. Chow has also consulted for the Federal Center for Medicare and Medicaid Services, the Substance Abuse and Mental Health Services Administration and over 25 state health authorities in projects related to evidence-base evaluation and resource allocation and financing strategies under the Affordable Care Act. For education consulting he also evaluated curriculum for employment training programs in the biotech sector using the DACUM (Developing a Curriculum) methodology, conducted numerous focus group panels on standardized test assessments and produced a quantitative and qualitative study on the impact of technology centers that was cited in President Clinton's 2000 State-of-the-Union address.  Dr. Chow received his PhD in Social Policy at Brandeis University with a focus on Health Policy and Applied Econometrics.  He also holds a Master of Science in Applied Economics from Johns Hopkins University, an Advanced Graduate Certificate in Applied Statistics from the University of Massachusetts at Lowell, and a Master of Education at Harvard University in Higher Education Administration.  He has authored over 25 publications and more than 30 reports and gray papers in health and labor economics and education.  Additionally, he is a certified project management professional (PMP) and has successfully directed over 50 projects that completed within budget and on schedule.
